Background:
After Hurricane Katrina, HUD/CPD awarded over $15 billion in grants to the states of Mississippi and Louisiana to administer disaster recovery programs. HUD needed contractor support to review states’ internal controls over handling of HUD’s grant funds and identify deficiencies.
Solution:
Incisive assisted with risk assessment, grants management, review of internal controls, policy analysis and technical writing. Incisive reviewed the business processes and internal controls of the State of Mississippi and Louisiana related to their handling of HUD grants. As part of the project, we met and interviewed key program officials in those states, documented the business processes, identified internal controls, and performed a gap analysis. Key recommendations were provided to strengthen the internal controls related to the handling of HUD grant funds.
Outcome:
HUD can identify areas needed to be strengthened. Also, based on recommendations HUD can strengthen its internal controls related to the handling of the grant funds. |
